Project Summary
Our study looks at the direct and indirect impacts of part-time labor implementation (PTLI) at five transit agencies: Municipality of Metropolitan Seattle (Settle METRO), Orange County Transit District (OCTD), Southeastern Michigan Transportation Authority (SEMTA), Tri-County Metropolitan Transportation District of Oregon (TRI-MET), and Central Contra Costa County Transit Authority (CCCTA). Direct impacts include changes in operating costs and labor productivity. Direct impacts include the cost of any concessions which management makes to obtain PTLI, and the performance of TROs — their absenteeism, accidents, and attrition.
