Project Summary

This study shall investigate the association of labor-management relations and selected indicators of transit performance. Recent assessments of labor-management relations in mass transit suggest that the labor-management relationship is a critical determinant of a property’s overall performance. Significant improvements can be made in performance if changes in the conduct of labor-management relations can be identified.

Four components of transit property performance have been selected for analysis: withdrawal (absenteeism, tardiness, turnover), adaptability/flexibility; labor productivity; and service efficiency. These four components will be related to controllable aspects of the labor-management relationships: legal/policy, management organization and expertise in labor relations, the pattern of relations between the parties (conflict, cooperation, harmony, etc.), and the makeup of the collective agreement.
