Equity in Transportation Resilience

Abstract

Here, Elisa Borowski explores how transportation resilience can advance equity by addressing systemic barriers and the unequal impacts of disasters on marginalized communities. Drawing on community-based participatory research in Boyle Heights, Los Angeles, this presentation examines how transit systems and community resilience hubs can strengthen safety, trust, and social infrastructure while addressing transportation vulnerabilities. Borowski highlights policy strategies to build more equitable, trauma-informed, and community-centered transportation systems that support preparedness, adaptation, and recovery.
