Project Summary

This project is a subtask to the CTC project “Modeling the impacts of California electric vehicle policies with emphasis on the used vehicle market,” led by Julia B. Griswold at UC Berkeley. This PSR project is building a new model of the California vehicle market that will include the endogenous determination of used vehicle prices and quantities sold.  This model will be augmented to include vehicle weight as a separate attribute, and this will allow us to simulate the impacts of fees based on vehicle weight. 
Additional work for this project will include:
– Discussion of how a passenger vehicle weight fee may change consumer behavior, taking into consideration the differential weights of comparable zero-emission vehicles and internal combustion engine vehicles and the existing incentives and environmental goals to promote zero-emission vehicle adoption.
– Discussion of differential impacts of vehicle weight fees on the used vehicle market.
