A Cointegration Rank Test of Market Linkages with an Application to the U.S. Natural Gas Industry

Abstract

This research applies recently developed cointegration techniques to the measurement of market linkages when the data are nonstationary. Likelihood based tests for cointegration are applied to data from natural gas spot markets. The results indicate that natural gas spot markets at dispersed locations in the pipeline network are strongly connected. Most of the market pairs examined in the gas pipeline network satisfy a more stringent condition for perfect market integration.

Cost Functions and Economies of Scale in Bus Transit: A Critique

Abstract

The issue of returns to scale in bus transit continues to be a subject of debate among transportation analysts. From a public policy perspective, returns to scale are relevant to many policy areas such as transit service pricing, cost allocation, subsidization, and optimal firm size. This paper argues that conclusions regarding economies of scale are in large part the result of confusion regarding the concept of scale economies, variable definition, assumptions about the shape of the cost function, and certain characteristics of the data base. It is suggested that generalized cost functions with very few a priori economic restrictions can better represent the cost structure of the industry and therefore are more appropriate for measurement of scale economies.

Applying Performance Indicators in Transit Management

Abstract

Any uniform set of transit performance indicators must be constructed with due regard to both their intended use, and to the limitations of available data. This paper presents and applies nine possible performance indicators which might be used for annual, comparative evaluation of transit system performance. The nine indicators comprising this set rely, with one exception, on generally available operating and financial data; they are able to reflect changes in system management and policy and they minimize the effects of differing operating environments. While minimized in their effect, environmental factors must be included in the case studies used to illustrate the application of the performance indicators.
